On March 11, 2025, the House of Representatives passed several important decisions that affect the future of sustainable products, such as paperboard cups and other packaging. These decisions are good news for companies committed to sustainability and reducing plastic use. Let's take a look at the key points and what they mean for companies and consumers who choose more sustainable products.
Paper cups coated in plastic will continue to be allowed
A common solution for reducing plastic waste are paper cups with a thin plastic coating. These cups use less plastic than all-plastic cups, but for a long time it was unclear whether they would still be allowed in the future. The House of Representatives has now decided that plastic-coated paper cups may remain, provided there are proper systems for collecting, sorting and recycling them.
No additional tax on plastic cups and trays
There was earlier talk of an additional tax of €0.25 on plastic cups and containers to be introduced from 2026. However, the Lower House has decided not to implement this tax. The reason is that the tax is expected to contribute little to reducing plastic waste, while it would impose additional costs on consumers with no obvious environmental benefits.
