By 2026, you will pay an extra 25 cents by default for disposable cups and containers. This is a new step in the rules that have been in place since July 1, 2023, where companies were already required to charge a surcharge on disposable containers containing plastic. Where before companies were allowed to determine the amount themselves, it will now become a fixed surcharge.

What are the new rules?
Starting in 2026, you will pay an extra 25 cents if you use a disposable cup or container. This is being done to reduce waste and encourage reuse. Businesses must also offer an alternative, such as reusable cups or the option to bring your own cup or tray.
These rules apply not only to coffee cups, but also to trays used for takeout, for example. The idea is simple: less waste and more use of more sustainable options.
Why these rules?
We use an awful lot of disposable packaging every day in the Netherlands, which often ends up in the trash (or worse: in nature). This causes a lot of waste and damage to the environment. With these new rules, the government wants to address this problem. By charging extra for disposable cups, they hope that people will choose reusable alternatives more often.
What can you do as a business owner or consumer?
The new rules require adjustments from everyone, but they also provide opportunities to become more sustainable. Here are a few tips:
As a business owner:
- Inform your customers. Clearly let them know that they can use reusable alternatives and that there is a surcharge for disposable cups and trays.
- Offer reusable options: Consider reusable cups or trays, possibly with a deposit system.
- Choose sustainable packaging: There are plenty of eco-friendly alternatives that fit these rules, such as compostable cups or containers made from sugarcane.
As a consumer:
- Bring your own cup or container. Not only does this save the 25-cent surcharge, but it also helps to produce less waste.
- Make conscious choices: Do you still need disposable packaging? Then choose a sustainable variety.
- Support sustainable companies: By buying from companies that contribute to a cleaner environment, you are also doing your part.
